Staff Analysis of the Legislation

This bill repeals the English-only statutes of the ELL requirements (Proposition 203) and replaces them with the following requirements if approved by the voters in the next general election in November 2020:

Requires each public school in Arizona to ensure that all English Language Learners receive the highest quality of education, master the English language, and access high-quality, innovative, research-based language programs.

Allows school districts and charter schools to establish dual-language immersion programs for both native and non-native English speakers. 

Requires that public schools provide students effective and appropriate instructional methods to establish English language acquisition programs and to solicit community and stakeholder input on these methods and programs.
